Mashaba vows to speed up reintegration of City of Joburg entities

Johannesburg Mayor Herman Mashaba has reiterated the metro’s commitment to reintegrating municipal-owned entities.

These entities include Pikitup‚ City Power‚ Joburg Water as well as Johannesburg Roads Agency to name a few. The city has 13 entities altogether.

“Indeed‚ this decision to reintegrate entities is proven best practice. The trend country-wide amongst metro municipalities has been to bring these entities within the city structures‚” said Mashaba.

He was speaking at the 2015/16 annual general meeting of the city’s entities at the Joburg Theatre on Thursday.

The mayor said this had been done as a new approach to improving service delivery in Johannesburg and would take 18 months to complete.

“Alongside the city’s service delivery challenges‚ the governance structure of entities is cumbersome and inefficient. The City of Joburg has a complicated structure of Municipal Owned Entities with an even more complicated relationship with the core of the city‚” Mashaba added.

The businessman-turned-politician had previously stated that “it’s time to make bold decisions” because his office had inherited government entities which had been badly run and inefficient.

However‚ former chairperson of City Power Reverend Frank Chikane said this wasn’t a wise decision by the current administration.

“The only thing I can say is that that’s going to be a huge challenge because what you would be doing is to remove the boards and let the [managing directors] report directly to the city manager‚” said Chikane‚ adding that it would place an enormous responsibility on the city manager.

He suggested that the Democratic Alliance made a political decision and didn’t think through the impact it could have on the affected entities.
