Woman camps at police over rape


KAMPALA. A mother of a five-year-old girl is camping at Kira Division Police Station in Namugongo, seeking for justice after her husband allegedly sexually assaulted and impregnated a 14-year-old girl. The girl was in Primary Five.
The suspect was arrested and released by police authorities after two weeks and through unclear circumstances.
It was this unexplained released of her husband that compelled her to storm the police station with the victim and demand for justice.
She told Daily Monitor how her sister started bleeding after her husband allegedly forced her swallow unspecified pills after realizing that she was pregnant.
Ms Oliver Namutosi was by press time still camping at the police station with her child and the victim (names withheld) who kept complaining about abdominal pain, vowed not to leave the police station until police authorities have explained why the suspect was released, “just like that”.
“After realising that my sister is pregnant, I asked her and she told me that my husband defiled her four times and I took the matter to Kireka Police Station,” Ms Namutosi said.

Medical tests
She also explained that at Kireka Police Station, the authorities helped her to conduct tests through the police surgeon at Nsambya who confirmed that the girl had healing tear in her private parts. She has medical examination report dated May 8 to prove this narrative.
“We recorded a statement at Kireka, explaining what happened to my sister…but when we followed on the case later, we were told that my husband had been transferred to Kira Division Police Station. But I was surprised when he returned home after some days and chased us from his home even after he defiled and impregnated my sister. He even made it clear to me that he does not want to see me again,” Ms Namutosi said as she shed tears.
In February, Ms Namutosi picked the victim from her father’s home in Tororo District when she was in Primary Five to come and stay with her in Kampala where she could attend school.
Ms Namutosi is a resident of Kireka Barracks and her husband (names withheld) is a business man.
When Daily Monitor visited Kira Police Station yesterday, Ms Namutosi alongside the victim and her daughter had camped there for three days without food.
The victim who is the second last born of seven children told this paper that her sister’s husband allegedly forced her into sexual intercourse four times and made it clear to her that since her father is poor; nothing would be done to him.
Ms Namutosi accused police authorities of conniving with the suspect and narrated how her husband was left to walk scot-free under unknown circumstances, vowing to continue camping there until she gets justice for her sister. She has also appealed to Gen Kale Kayihura to pick interest in her case because her husband chased them for reporting him to the authorities.
When Daily Monitor contacted the suspect on the accusations of sexual abuse, he only said “that’s not true” and switched off his phone.
However, the DPC Kira Division, ASP Richard Asiimwe yesterday confirmed that the suspect was arrested but later released on police bond after the mandatory dention hours had elapsed.
“The suspect was arrested and he has been in detention for quite long, the time beyond the slated legal time so we were forced to release him on bond,” Mr Asiimwe said. He said they submitted the file to Director Public Prosecution (DPP) and that they are waiting for response.
Daily Monitor understands that the father to the victim has since petitioned VERDE-Uganda, a human rights defender based in Tororo District to pursue the case.
